Penn and American Phase 2 Infrastructure Improvement

The Penn and American project is a multi-phased project involving both public and private projects.

The Penn and American Phase 2 Infrastructure Improvements is one project of many for the overall development. This project will construct new watermain, sanitary sewer, storm sewer and the roads of 80-1/2 Street, 81st Street and Newton Avenue. The project includes connecting in the new utilities into existing facilities located within Penn Avenue.

The public project included in the Penn and American Improvements is the W 81st Street Realignment Project. This project involves the realignment of W 81st Street on the west side of Penn Avenue to align with W 81st Street on the east side of Penn Avenue. This project also involves the addition of a right turn lane on NB Penn Avenue to W 80-1/2 Street along with the installation of a signal system at the intersection of W 81st Street/Penn Avenue. The W 81st Street Realignment Project is anticipated to begin in mid-late April 2012 with completion in the Fall of 2012.

2011-301 West 81st Street Realignment Project

Bituminous patching on the east side of Penn Ave from W 81st St to W 80 1/2 St is complete. Electrical work for the signal system, including conduit and handhole placement will continue the week of May 14. Soil testing results taken in the area of W 81st St west of Penn Ave are anticipated to be complete the week of May 21. Century Link and Xcel are anticipated to continue utility relocation work the week of May 28. W 81st St from Penn Ave to Queen Ave is currently closed and will remain closed for the duration of the realignment of W 81st St.

2011-301 West 81st Street Realignment Project

Concrete curb and gutter work on the east side of Penn Ave is complete. Concrete sidewalk work on the east side of Penn Ave at W 81st St will occur after conduit and handholes have been installed for the signal system. Bituminous patching on the east side of Penn Ave from W 81st St to W 80 1/2 St is anticipated to complete by the end of the week. Restoration behind the curb and gutter will continue the week of May 14. Electrical work for the signal system, including conduit and handhole placement will begin the week of May 14. W 81st St from Penn Ave to Queen Ave is currently closed and will remain closed for the duration of the realignment of W 81st St.

2011-301 West 81st Street Realignment Project

Median removal and replacement on Penn Avenue including bituminous patching around the median at W 81st St is complete. Removals for the right turn lane construction on NB Penn Ave to W 80 1/2 St are complete. Concrete work has started for the turn lane and will complete early in the week of May 7th followed by restoration behind the new curb and patching of bituminous for the turn lane. Removal and replacement of the eastern side of the parking lot at 8100 Penn Ave S along with utility relocations by Century Link, Xcel and Comcast on W 81st St are on hold due to soil conditions. W 81st St from Penn Ave to Queen Ave is currently closed and will remain closed for the duration of the realignment of W 81st St.

2011-301 West 81st Street Realignment Project

Clearing of trees and shrubs on W 81st St is complete. Median removal and replacement on Penn Avenue at W 81st St is complete and patching around the new median will occur early in the week of April 30. After patching is complete around the medians, traffic control will change slightly on NB Penn Avenue with the westerly NB lane being opened and the NB easterly lane being closed for right turn lane construction on NB Penn Avenue to W 80 ½ St. Removals for this turn lane construction will occur early in the week of April 30 with concrete work to follow. Removal and replacement of the eastern side of the parking lot at 8100 Penn Ave S is anticipated to begin mid-late in the week of April 30. W 81st St from Penn Ave to Queen Ave is currently closed and will remain closed for the duration of the realignment of W 81st St.

2011-301 West 81st Street Realignment Project

The Contractor began clearing and grubbing on W 81st St Friday, April 20th. Median removal and replacement on Penn Avenue at W 81st St will occur the week of April 23. The removal of W 81st St from Penn Avenue to approx. 200' West is anticipated to begin on Wed., April 25. This will involve the closure of W 81st St from Penn Ave to Queen Ave beginning Wed., April 25. This closure will be in place for the duration of the realignment of W 81st St, which will take approx. 6-8 weeks. Century Link and Xcel Energy anticipate beginning utility relocations on W 81st St late in the week of April 23 or early in the week of April 30.

  • The contractor anticipates clearing and grubbing on W 81st Street beginning Friday, April 20.
  • Median removal and replacement on Penn Avenue at W 81st Street will begin the week of April 23 along with the closure of W 81st Street from Penn Avenue to approx. 250' west for removals.
  • Century Link and Xcel Energy anticipate beginning utility relocations on W 81st Street late in the week of April 23.

  • A pre-construction conference was held on April 5 at 1 p.m. in the Bloomington Public Works South Conference Room.
  • The Contractor anticipates beginning clearing and grubbing on W 81st St the week of April 16 with concrete and bituminous removals beginning the week of April 23.
  • Century Link and Xcel Energy anticipate beginning utility relocations the week of April 23.

  • A pre-construction conference for the W 81st Street Realignment Project is scheduled for Thursday, April 5.

November 2011

November 10, 2011

Paving of 80 1/2 Street and Newton Avenue is scheduled for Monday, November 14 or Tuesday, November 15, weather dependant. This will be the last site work activity for the year, but building construction will continue throughout the winter.

November 4, 2011

Curb and gutter along 80 1/2 Street and Newton Avenue is scheduled to be completed on November 7. Paving of these areas is tentatively scheduled for Friday, November 11, weather dependant.

October 2011

October 28, 2011

Paving of 81st Street, a portion of Newton Avenue and the area near the Morgan Shops is complete. Curb and gutter along 80 1/2 Street and Newton Avenue is scheduled for the week of October 31 once the building is backfilled.

October 21, 2011

Paving of 81st Street, a portion of Newton Avenue and the area near the Morgan Shops is scheduled for the week of October 24. Curb and gutter along 80 1/2 Street and Newton Avenue is scheduled for the week of October 31 once the building is backfilled.

October 13, 2011

The underground storm water storage structure will be installed the week of October 17. Concrete curb and gutter will also be installed during the week along 81st Street and Newton Avenue near the Morgan Shops. Paving of 81st Street and Newton Avenue is scheduled for the first week of November.

October 7, 2011

The utility vault lid on 81st Street was manufactured incorrectly, so the schedule for installation of the lid has been delayed and the subsequent paving of 81st Street has been pushed back. The contractor anticipates installing storm sewer on Newton Avenue once the Xcel Energy switch over is complete.

September 2011

September 30, 2011

More curb will be placed the week of October 3. Paving has been pushed to the week of October 10 since progress this week was slowed with the coordination between the elevator and stairwell shaft construction and adjacent site work.

September 23, 2011

The contractor will continue to install curb and gutter along 81st Street. Installation of a new utility vault lid on 81st Street is scheduled for September 28 & 29, weather permitting. Paving of 81st Street is likely to occur end of September or beginning of October.

September 16, 2011

Work on utilities is complete. The contractor continues work on the deterrent wall.

September 9, 2011

Installation of utilities along Newton Avenue is planned for the week of September 12.

September 6, 2011

Some storm sewer still needs to be installed in the future 81st Street alignment but it is anticipated that this utility work and installation of the rock on the road will be completed by mid-September. The contractor has begun work on the deterrent wall. The work on the wall will continue the next week and a half.

August 2011

August 26, 2011

Watermain and storm sewer installation are winding down in the future 81st Street alignment. Work on the distribution slabs will continue. Digging the foundation for the deterrent wall will begin in September. On the private site, the contractor will begin backfilling the parking garage sometime the week of August 29, so the big pile of dirt "Mount Bloomington" will slowly begin to disappear.

August 19, 2011

Watermain installation is complete in Penn Avenue. The concrete patch of the road was placed on Friday, August 19. The bituminous patch of the road and removal of the current traffic control devices will occur the week of August 22. Once the road is reopened to two lanes of traffic, the right turn lane for northbound Penn Avenue traffic will be closed to facilitate the installation of the distribution slab. Watermain and storm sewer installation will continue on the site in the future 81st Street.

August 12, 2011

Watermain installation continues. Pressure and bacteria testing of the new lines installed under Penn Avenue (CSAH 32) is underway. Once the watermain tests have been passed, the contractor will be able to patch Penn Avenue and remove the lane restrictions. This is anticipated to occur sometime the week of August 15.

August 5, 2011

The contractor is installing the watermain and storm sewer at 81st Street the week of August 8. Traffic lanes on Penn Avenue remain closed, but are anticipated to reopen the week of August 15.

July 2011

July 29, 2011

The northbound right turn lane will be closed on Penn Avenue (CSAH 32) between W. 81st Street and American Blvd to facilitate the installation of boring pits for utility installation. The contractor will be working on installing the water main at 80 1/2 Street the week of August 1 and will move to install the watermain and storm sewer at 81st Street the week of August 8.

July 22, 2011

Precast components for the private development work continue to be hauled in to the site. The contractor will be digging in Penn Avenue on July 28 and 29, weather dependant to verify utility locations prior to excavating for the boring pits.
