Gathering facts, analyzing crime

High-tech computer systems assist investigators with forensic cases.

Investigators and supervisors in the Investigations Division are assigned to one of three units: Property Crimes, Crimes Against Persons, or the Community Response and Enforcement Unit, where a crime analyst is also assigned. Commander Dave Olmstead oversees the operations of the Investigations Division and approximately 30 personnel.


Community Response and Enforcement Unit (CREU)

CREU conducts narcotic and vice investigations and is responsible for gathering, disseminating and responding to crime trends and hot spots in the city. CREU also works on fugitive and probable cause pick-ups, and assists other City divisions, including Environmental Health and Building and Inspection, with community quality of life issues.

Crimes Against Persons (CAP)

CAP investigates crimes ranging from minor assaults to child abuse and neglect, crimes against vulnerable adults, sexual assaults, robberies and homicides. In addition, CAP is responsible for alcohol and tobacco compliance. The school liaison program serves two high schools, three middle schools, 10 elementary schools and various private schools in the city. One CAP investigator is assigned to the FBI Joint Terrorism Task Force.

Property Crimes

The Property Crime Unit investigates a wide variety of property cases from theft, burglary and property damage to to complex financial and white-collar crime cases. The department’s forensic computer specialist, polygraph operator, and Auto Theft Bait Car and Crime Tech programs are within the unit.

The unit monitors pawnshop activities within Bloomington, handles firearm permits, runs various background investigations for the Licensing Section and assists the Fire Department with arson investigations when requested.

Evidence and Property Control

The Property Room at the Bloomington Police Department holds approximately 40,000 pieces of evidence and recovered property. A full-time Property Technician maintains, collects and processes items inside the Property Room.
