Emergency plans for developments

In Bloomington, the follow types of developments require a formal emergency plan:

  • All assembly occupancies with more than 49 persons.
  • All K-12 schools, both public and private.
  • All businesses with hazardous material items. (Contact the Fire Prevention Division at 952-563-8934 for the permitted amount.)
  • Health facilities with more than five persons incapable of self-preservation.
  • Jails or correctional facilities.
  • Hotels, apartments and congregates, each accommodating 10 persons or more.
  • Businesses having more than 49 employees or in buildings larger than 25,000 square feet.
  • Outdoor events with a tent, membrane (air-supported) structure, canopy or awning greater than 400 square feet or a gathering of more than 1,000 persons.

Elements of an emergency plan

  1. Narrative description of type of work done or business activities.
  2. Three emergency contact staff names and numbers who are available 24/7.
  3. Standard instructions for response to medical emergencies (first aid, 911, etc.).
  4. Fire drill and evacuation procedures for each shift.
  5. Severe weather plan with safe havens identified.
  6. Hazardous material procedures for spill or release and chemical material safety data sheets --MSDSs.
  7. Procedure for response to bomb threats or suspicious packages.
  8. Procedures for physical threats by employees or citizens (domestic dispute).
  9. Response to alarm systems (fire, intruder, medical, etc.).
  10. Site and building maps / floor plans.
  11. Exterior door numbering and site identification.

Emergency plans should include the following:

  • Procedures for reporting an emergency.
  • Procedures for notifying, relocating and evacuating occupants.
  • Staff duties during emergency.
  • Means to account for staff and public.
  • Person(s) designated to meet with responding units for providing information, keys, emergency site and building plan.

Site and building plans shall include:

  • Location of fire extinguishers.
  • Primary and secondary exits from each room and level.
  • Relocation area for the interior and exterior.
  • Location of portable lighting equipment (flashlight).
  • Location of emergency communication equipment, such as cell phones, radios, PA system, fire alarm panel and manual pull stations.
  • Location of special hazardous operations and materials, MSDS information, equipment shutdown procedures, chemical storage rooms and cabinets.
