Utility Billing

Utility Billing is responsible for the timely collection of monies owed the Utility for goods and services provided. Supported by the Public Works Utilities Division, Utility Billing receives their daily assignments and supervision from the Finance Department.

About certification of delinquent utility charges to be collected with property taxes

Delinquent utility service charges left unpaid by current or former customers along with associated administrative fees, plus interest, may become a lien on the property served and be certified to Hennepin County to be collected with next year’s property taxes.

Hearing notices are mailed on or before July first each year and a list of delinquent accounts is published in the Sun Current in mid-August.

New water conservation rate structure

The City of Bloomington has changed its residential water and sewer services billing to comply with a 2008 Minnesota state statute change requiring that all metropolitan public water suppliers adopt a water conservation rate structure.
